There is no single "best" option — compare these routes with your interests, age and preparation time.
Many graduate-level recruitments accept a degree in any discipline, which includes B.Tech / B.E. — for example SSC CGL and bank PO/Clerk. The specific notification decides, so check it.
Many PSUs recruit engineers through GATE scores, but not all — some hold their own exams. Each PSU notification states the route.
